The social workers’ failure to take action against Chandler’s foster parents resulted in his death. Chandler was locked in a closet and left to starve while he was forced to stay in is own urine and feces. Chandler ultimately was twenty pounds under weight and died of starvation and dehydration. All of these symptoms occur over time and it is the belief of the judge that more could have been done to save this young boy.
